Press Release: SageSure Secures Strategic Investment in Pillar Capital to Scale Catastrophe Risk Underwriting | Featured Image by FF News

SageSure, a leading managing general underwriter specializing in catastrophe-exposed property markets, has completed a strategic investment in Pillar Capital Management, a prominent insurance-linked securities (ILS) fund manager. The move signals a deepening integration between primary underwriting and institutional capital, providing SageSure with direct access to sophisticated reinsurance risk expertise and a broader range of capital sources.

What was announced

The transaction involves SageSure taking a strategic stake in Pillar Capital Management, a Bermuda-based firm that manages more than $4 billion in institutional assets. The partnership is designed to bridge the gap between SageSure’s front-end underwriting and the back-end capital markets, effectively expanding SageSure’s capabilities across the entire property catastrophe value chain. By aligning Pillar’s reinsurance underwriting with SageSure’s primary market data, the two firms aim to enhance the way catastrophe risk is accessed and managed.

Under the terms of the agreement, Pillar will maintain its operational independence as a franchise. The firm will retain its existing Bermuda-based team and continue to execute its current investment strategy. This strategy will now be supported by SageSure’s proprietary technology, risk-level analytics, and data insights. Leadership at Pillar remains unchanged, with Stephen Velotti continuing as CEO and CIO, and Tara Railton serving as COO. Pillar’s management team also retains a significant ownership stake in the business.

To facilitate the investment, SageSure expanded its existing debt facility with its long-term capital partner, Ares Management. The transaction involved several high-profile advisory firms: Howden Capital Markets & Advisory acted as the exclusive financial advisor to SageSure, while Evercore advised Pillar. Legal counsel was provided by Willkie Farr & Gallagher LLP and Appleby for SageSure.

"For nearly two decades, Pillar has built a world-class platform and deep relationships with global institutional investors through a relentless focus on strong technical underwriting and prudent risk management, two principles which are core to our ethos at SageSure. For those reasons, I believe the two organizations could not be a better fit as partners."

The companies involved

SageSure is one of the largest managing general underwriters in the United States focused specifically on catastrophe-exposed markets. The company operates at the intersection of insurance and technology, providing underwriting and distribution services for property insurance in regions prone to natural disasters. Its business model relies on sophisticated risk modeling and location intelligence to price and manage policies in volatile coastal and high-risk areas.

Pillar Capital Management is a specialized investment manager focused on the insurance-linked securities market. Based in Bermuda, the firm manages portfolios of insurance-related risks, primarily in the property catastrophe sector, on behalf of global institutional investors. Pillar’s expertise lies in technical reinsurance underwriting and the management of capital-market-backed insurance capacity. The firm has established itself as a significant player in the ILS space, managing billions in assets through various market cycles. The strategic alignment with SageSure brings together a primary market originator and a secondary market capital manager, a structure increasingly favored in the modern insurance landscape to optimize the flow of risk to capital.

What FF News has reported before

FF News has closely followed SageSure’s evolution as it strengthens its technical and leadership foundations. In late 2025, the publication reported that SageSure Appoints John Sence as Chief Sales Officer, a move aimed at bolstering its distribution and sales strategy. Prior to that, FF News covered the firm’s technological advancements in SageSure Selects Ecopia AI’s Building-Based Geocoding to Enhance Location Intelligence. This partnership with Ecopia AI was highlighted as a critical step in improving SageSure’s ability to assess location-specific risks with high precision, a capability that now likely feeds into the risk-level insights being shared with Pillar Capital Management.

What this means from an insurtech perspective

This investment reflects a significant shift in the MGU model, moving toward vertical integration where the underwriter controls or closely aligns with the capital source. For the broader insurtech sector, this highlights the growing importance of "full-stack" capabilities, even for non-carriers. By bringing an ILS manager into its ecosystem, SageSure reduces its reliance on traditional reinsurance markets, which have seen significant volatility in pricing and capacity. This move puts pressure on traditional reinsurers and independent MGAs who may lack direct pipelines to institutional capital. It also underscores that in catastrophe-exposed markets, the winners will be those who can most accurately price risk at the building level and then seamlessly match that risk with the most efficient form of capital.
