Chubb has restructured its global claims leadership with three senior appointments aimed at digitizing claims processes and standardizing technical oversight across its North American and international operations. These moves signal a strategic push by the world’s largest publicly traded property and casualty insurer to scale its operational infrastructure and technical claims handling capabilities.

What was announced

Chubb has appointed Lisa Wilson as Head of North America Claims, effective immediately. In this role, Wilson oversees all aspects of North America Commercial and Personal Lines claims and services. Her mandate includes leading claim handling and technical execution while further integrating digital capabilities into the company's claims workflows. She reports to Kevin Rampe, Senior Vice President, Chubb Group and Global Claims Officer, and Juan Luis Ortega, Executive Vice President, Chubb Group and President North America Insurance.

Jamie Trish has been named Global Claims Operations Officer, effective October 26. Reporting to Rampe, Trish is responsible for the global claims operational infrastructure, including claim centers, vendor management, and customer experience. Her role involves defining operational priorities and service standards across Chubb’s global footprint. Trish joined Chubb in 2024, having previously served as the company’s Global Transformation Officer.

Additionally, Norm Rafsol has been appointed Global Claims Technical Director. Rafsol is tasked with strengthening the global framework for reporting and monitoring material claims, trends, and emerging exposures. He also provides technical oversight for complex and high-severity claims globally. Rafsol, who joined Chubb in 2007, previously held roles in professional liability underwriting and financial lines claims. He also reports to Rampe.

The companies involved

Chubb is the world's largest publicly traded property and casualty insurance company. With operations in 54 countries and territories, the insurer provides commercial and personal property and casualty insurance, personal accident and supplemental health insurance, reinsurance, and life insurance to a diverse group of clients. The company is defined by its extensive product and service offerings, broad distribution capabilities, and exceptional financial strength.

The leadership changes draw on a mix of long-term internal expertise and recent external hires. Norm Rafsol brings decades of experience, including a tenure at American International Group (AIG) before his 17 years at Chubb. Conversely, Jamie Trish and Lisa Wilson represent more recent additions to the leadership tier; Trish joined from Fairmatic (now LEEO) and held prior roles at Allstate and Liberty Mutual, while Wilson joined in 2023 from CNA, where she led legal and claims functions. This blend of institutional knowledge and outside perspective is central to Chubb's current strategy of maintaining technical standards while modernizing its operational core.

What FF News has reported before

FF News has closely tracked Chubb’s aggressive leadership expansion and its focus on digital transformation. Recently, the publication covered how Chubb Scales Digital Strategy with Key Global Leadership Appointments, highlighting the carrier's commitment to embedding technology across its business units. This was further emphasized when Chubb Appoints Sean Ringsted as Chief Scientist to Lead Global AI and Data Strategy, a move that signaled a shift toward data-driven underwriting and claims. Regional leadership has also been a priority, as seen in reports that Chubb Appoints Paul Jones as Head of Accident & Health for EMEA Region and Chubb Appoints Insurance Veteran Alexis Obligi as Head of Personal Lines for EMEA.

What this means from an insurtech perspective

From an insurtech perspective, these appointments highlight the industry-wide pressure to transform claims from a back-office cost center into a digital-first customer retention tool. By appointing a dedicated Global Claims Operations Officer and a Technical Director focused on "emerging exposures," Chubb is addressing the dual challenge of rising loss ratios and the need for faster, automated settlements. For incumbent vendors and MGAs, this move signals that the largest carriers are no longer just looking for point solutions, but are building comprehensive internal infrastructures to manage complex, high-severity claims with the same digital precision as high-volume personal lines. This puts pressure on mid-market carriers to accelerate their own legacy core-system modernization to remain competitive in claims service delivery.
