The Council of Insurance Agents & Brokers has expanded its commercial insurance community for 2026, adding specialized firms Bold Penguin, Cogent International, and Del Rio Group to its membership. This growth highlights a strategic shift toward integrating digital-first platforms and niche risk expertise into the global brokerage ecosystem, addressing increasingly complex coverage gaps in the commercial sector.

What was announced

The Council of Insurance Agents & Brokers (The Council) has confirmed the addition of three major firms to its commercial brokerage community. Bold Penguin, based in Dublin, Ohio, joins as a digital-first member. Founded in 2016, the firm utilizes its "DeX ai" intelligence layer to reduce the time from submission to bind from days to minutes, operating across more than 30 lines of business with 40 carriers in all 50 U.S. states. Cogent International, a London-based independent wholesale broker and Lloyd’s Broker since 1986, brings expertise in specialist classes including Aviation, Energy, Political Violence, and Trade Credit. Del Rio Group, headquartered in Gilbert, Arizona, joins as a family-run specialist in environmental risk, serving as the parent company for brands including UCPM and NXUS Environmental Underwriters.

These additions follow a wave of new 2026 memberships that include GIS, Steadfast, Balavant Insurance Group, AGA Benefit Solutions, APRIL Group, Element, Sanyuu, Specialist Risk Group, and Tropolis. Alongside membership growth, The Council reported increased investment from its corporate partners. McKinsey & Company moved to Platinum level, while MSIG USA, ReSource Pro, Verisk, and The Hartford elevated their status to Diamond. Other firms, including Swiss Re, Zywave, and The Baldwin Group, moved from Gold to Platinum, and Fulcrum joined as a new Gold Partner. The announcement comes as the organization prepares to host its 113th annual Insurance Leadership Forum.

"Our newest member firms each address a gap in the market and place highly specialized risks. They come at these solutions in different ways, but they share a commitment to solving problems for their clients. We’re thrilled to welcome them to our membership community, and gratified that they’ve found their home at The Council."

Joel Wood, President/CEO of The Council.

The companies involved

The Council of Insurance Agents & Brokers is a prominent industry body representing the leading commercial insurance agencies and brokerage firms both in the United States and abroad. It focuses on the business interests of its members while providing a forum for industry leadership and innovation. Bold Penguin has established itself as a significant player in the insurtech space since its inception in 2016, positioning itself as a premier digital broker that provides holistic solutions for distribution partners, including Excess and Surplus (E&S) lines. It operates as a technology-driven intermediary between carriers and agents.

Cogent International represents the traditional wholesale side of the market, maintaining its status as an employee-owned Lloyd’s Broker with nearly four decades of history in the London market. Its focus remains on high-stakes specialist lines and international trading partnerships. Del Rio Group provides a contrast as a privately held, family-run entity that has spent over 30 years building a portfolio of environmental risk brands. Its subsidiaries, such as Environmental Risk Professionals and Lender Environmental Diligence, offer industry-specific solutions that are often outside the scope of generalist brokerages.

What FF News has reported before

FF News has closely tracked the technological evolution of Bold Penguin throughout 2026. In October, we covered how bolttech and Bold Penguin Partner to Scale Global Insurtech Distribution, a move designed to expand digital reach. This followed the significant launch of the firm's automation infrastructure, as detailed in Bold Penguin Launches DeX ai to Power Commercial Insurance Automation and Infrastructure. The firm has also been active in the agentic AI space, with Thimble and Bold Penguin Launch Agentic AI for Autonomous Small Business Insurance Quoting. Earlier in the year, the company focused on broadening its product suite, as seen when Bold Penguin Expands Coverage Options With Foxquilt.

What this means

The simultaneous induction of a digital-native platform like Bold Penguin and a traditional Lloyd’s wholesale broker like Cogent International into The Council signals that the "digital vs. traditional" divide in commercial insurance is effectively over. The industry is moving toward a hybrid model where specialized technical expertise must be paired with extreme operational speed. The market is clearly under pressure to solve the "submission to bind" bottleneck, which has historically taken days for complex risks. As intelligence layers like DeX ai become standard, the sector faces a critical question: can traditional brokers maintain their senior market relationships while matching the near-instantaneous execution expected by modern distribution partners?
