Solera Launches PA Titling Solution to Streamline Automotive Dealership Workflows in Pennsylvania
By Lauren Towner · 13 October 2026

Solera has launched a cloud-based titling solution specifically for the Pennsylvania market, targeting the administrative friction that often delays vehicle transfers and registration. For insurance professionals and automotive lenders, this digitisation of title processing is a critical step in reducing the cycle time between a vehicle sale and the formal registration of insurable interest.
What was announced
The launch of PA Titling by Solera introduces a modernised workflow for Pennsylvania dealerships, designed to move title processing from a manual, paper-heavy task to a streamlined digital operation. The platform integrates directly with Dealer Management Systems (DMS), including Auto/MATE and other industry providers, to capture customer data at the source and eliminate the need for manual re-keying. This integration is supported by a 2D barcode scanner that pulls information directly from driver’s licenses into the system.
A central feature of the new solution is the pre-submission quality review. Dealerships scan and upload documents for Solera’s quality assurance team to review before they are submitted to PennDOT. This process includes in-system communication to resolve errors early, aimed at reducing avoidable rejections. For financial management, the tool offers customisable invoicing that consolidates state taxes, PennDOT fees, and service charges into a single document, removing the need for a separate billing workflow.
The system has been in active use since July by early adopters such as Fitzgerald Auto Group, which operates 20 locations. Operational benefits reported include the ability to replace customer tags in-house and a three-day window to upload completed transactions to the server. This provides significantly more flexibility than previous legacy systems, which often required transactions to be processed and mailed immediately, increasing the administrative burden on title clerks and F&I managers.
"Pennsylvania dealers should not have to accept titling as the place where momentum stops,"
Alberto Cairo, Chief Financial Officer and Managing Director, Solera.
The companies involved
Solera is a global provider of software, data, and services focused on vehicle lifecycle management. The company’s portfolio spans the entire automotive ecosystem, providing tools for vehicle valuation, repair estimation, and claims processing. Solera is a portfolio company of Vista Equity Partners, a leading global investment firm focused on enterprise software, data, and technology-enabled businesses. By expanding its titling capabilities in specific jurisdictions like Pennsylvania, Solera is deepening its integration into the dealership back-office, where administrative efficiency directly impacts the speed of commerce.
The company’s position in the market is defined by its ability to connect different stages of the vehicle lifecycle, from the initial sale and financing to maintenance and eventual insurance claims. This move aligns with the broader industry trend of digitising paper-heavy regulatory processes to reduce operational overhead for large dealership groups and independent retailers alike. Fitzgerald Auto Group, one of the first users of the PA Titling system, is a significant regional player with 20 locations, highlighting the scale at which these administrative efficiencies are being applied.
What FF News has reported before
FF News has extensively covered Solera’s efforts to automate the motor insurance and repair sectors through strategic partnerships and AI deployment. Recently, the publication reported on how Solera and Verisk Partner to Automate Motor Insurance Claims with Seamless FNOL Image Integration, a move designed to connect First Notice of Loss (FNOL) data directly to the repair floor. The company has also focused on technical repair standards, as seen when Solera and Azimuth Launch Integrated ADAS Calibration Estimating to Standardize Collision Repair.
On the international stage, FF News detailed how Solera and Najm Partner to Transform Saudi Arabia’s Motor Claims with AI Technology. Additionally, the launch of AI-driven tools for the domestic market was highlighted when Solera Launches Qapter Direct Dispatch to Revolutionize AI-Powered Claims for Insurers, demonstrating a consistent strategy of applying automation to high-friction points in the automotive value chain.
What this means from an insurtech perspective
From an insurtech perspective, the digitisation of titling addresses a persistent bottleneck in the vehicle lifecycle: the gap between a vehicle sale and the formal update of state records. For motor insurers and MGAs, delays in title processing can complicate the verification of insurable interest and slow down the onboarding of new policyholders. By moving this process to a cloud-based workflow with built-in quality assurance, Solera is effectively reducing the administrative risk for carriers and lenders. This puts pressure on incumbent vendors who rely on manual, paper-based submission methods, as the industry moves toward a model where data integrity is verified at the point of sale rather than weeks later, ultimately protecting loss ratios by ensuring accurate vehicle and owner data from day one.
