rrelentless has entered the haulage sector with a new specialist motor insurance proposition backed by Zurich. By integrating legal expertise from Backhouse Jones and risk intelligence from Samba Safety, the offering aims to help UK haulage operators mitigate regulatory and operational risks rather than simply transferring them through traditional policy coverage.

What was announced

The new Haulage Fleet Motor Insurance proposition is designed for UK-based fleets consisting of 10 to 75 vehicles at the time of inception. It provides a combination of traditional insurance coverage—including large third-party indemnity limits and legal costs—with embedded risk management services. A key component is the partnership with Backhouse Jones, which provides policyholders with a 24-hour emergency legal helpline and direct access to specialist legal teams for regulatory emergencies relating to an incident or accident 365 days a year.

Beyond legal support, the product includes a free 24-hour accident recovery service and policyholder incentives for prompt claims reporting. To address the root causes of losses, rrelentless has integrated technology from Samba Safety. This partnership provides fleet operators with risk intelligence and visibility through a range of specialist eLearning training modules, intended to improve driver behavior and operational decision-making.

The launch follows rrelentless’ previous entries into the Cyber and Management Liability markets over the last two years. The proposition is positioned as a response to the specific pressures facing the haulage industry, such as driver shortages, rising operational costs, and increased regulatory scrutiny regarding operator licensing and compliance. By combining insurance with specialist legal support and risk management tools, the solution seeks to reduce claims frequency and strengthen the resilience of modern haulage businesses.

"This launch is founded on a clear opportunity to bring greater innovation to the haulage insurance market. Transport operators face increasingly complex risks, creating demand for solutions that extend beyond insurance alone. By combining Zurich's 5-star-rated capacity with rrelentless' specialist underwriting skills and leading sector specialists in Backhouse Jones, we have created a proposition that aligns insurance, legal expertise and risk management around a common goal: helping haulage operators manage risk more effectively and build greater resilience. We are delighted to be working with David Nichols (Head of Retail), Morgan Lyons and the wider Zurich team. I am incredibly proud of the partnership we have built together and grateful for the strong alignment in our vision, values and approach. That shared commitment has enabled us to bring an innovative proposition to market that delivers genuine value to one of the UK's most important industries. I believe strategic partnerships will play an increasingly important role in the future of specialist insurance. This proposition demonstrates the value that can be created when market-leading organisations come together to address the specific challenges of a sector and deliver better outcomes for clients and brokers alike."

The companies involved

rrelentless is a specialist commercial motor insurer and part of the rradar group of companies. The firm has established a market presence by focusing on risk prevention and management, having previously launched propositions in the Cyber and Management Liability sectors. Zurich, the capacity provider for this haulage offering, is a major global insurer. In the UK market, the company operates across various segments; Morgan Lyons serves as Head of Retail Commercial at Zurich Insurance (also referred to as Head of Mid-Market at Zurich), while David Nichols is the Head of Retail at Zurich. The third pillar of the partnership, Backhouse Jones, is a specialist law firm with a heritage dating back to the 1930 Road Transport Act. The firm is widely recognised as a leading adviser to the UK road transport industry, specialising in transport law, operator licensing, and regulatory compliance. The collaboration is further supported by Samba Safety, a provider of driver risk management software and risk intelligence capabilities.

What FF News has reported before

FF News has closely monitored Zurich’s strategic shifts in the commercial and SME sectors. Recently, the insurer has undergone significant leadership changes, including when Zurich Appoints Anita Gabat as UK Head of Commercial Insurance to Drive Resilience. This followed another major executive move where Zurich U.S. Appoints Alex Wells as CEO to Lead Commercial Insurance Operations. In addition to leadership updates, Zurich has been expanding its digital footprint and appetite for smaller enterprises, as seen when Zurich Boosts SME eTrading with Combined Liability Launch on Acturis, which added 1,400 trades to its platform to enhance its SME liability appetite.

What this means

This move signals a shift in the commercial motor market away from "dumb" capacity toward highly integrated, service-led propositions. By embedding legal and training services directly into the policy, rrelentless and Zurich are putting pressure on traditional insurers who rely solely on price competition. The haulage sector is particularly vulnerable to regulatory intervention, and providing a 24/7 legal "safety net" addresses a specific pain point that standard fleet policies often ignore. The industry question now is whether this holistic model will become the baseline expectation for mid-market fleets, potentially forcing a consolidation of niche brokers who lack the scale to provide similar value-added risk management tools.
