As enterprises delegate critical decision-making to autonomous AI agents, the insurance industry has responded by broadly excluding these risks from standard policies. Harbor’s $10 million seed funding marks a pivotal attempt to bridge this protection gap, providing carriers and regulated firms with the real-time measurement tools necessary to underwrite and transfer agentic liability.

What was announced

San Francisco-based Harbor has emerged from stealth with $10 million in seed funding to address the "trust gap" in the agentic economy. The round was led by Base10 Partners, Abstract, and 8VC, with participation from NFX, Restive, and Innovation Endeavors. The company provides a dual-layer solution: a risk platform that monitors AI agents in real time and an insurance product that covers losses when those agents fail.

The urgency for such a product is driven by a significant shift in the commercial insurance landscape. Since January 1, 2026, the standard United States general-liability form has included a generative-AI exclusion, leaving many companies uninsured for the actions of autonomous software. Harbor targets regulated sectors—including banks, insurers, and healthcare providers—across the United States, Europe, and Latin America. These institutions increasingly use AI agents to price policies, approve loans, and move capital, but often lack the framework to measure the resulting operational, security, and regulatory risks.

Harbor’s platform creates an inventory of every AI agent within a company and maps their performance against frameworks such as the NIST AI RMF, SR 26-2, and the EU AI Act. By checking every decision against internal rules and blocking non-compliant actions before they are executed, Harbor provides the data necessary to make these risks insurable. This is particularly relevant following the European Central Bank’s July 7, 2026, mandate requiring banks to submit board-approved plans against AI-enabled threats by the end of October.

"Companies need to understand the risk of their agents, and at the current pace of adoption and development, assessing the risk at a specific point in time seems useless. There is a need for an innovative solution for managing the risk in real time. You have to be inside the agent, every decision, all the time, and put your own money behind the answer. That is what lets our clients stop asking whether an agent is safe enough to deploy and start asking how far they can let it go."

The companies involved

Harbor is a San Francisco-based technology provider focused on the agentic economy. The company’s leadership includes senior advisor Eduardo Dávila, who currently serves as CEO & Chairman of Next Insurance and was formerly the CEO of Aon EMEA. This background in global brokerage and digital underwriting informs Harbor's approach to pairing risk mitigation tools with capital transfer.

The investment group includes several prominent venture firms with deep roots in the insurance and data sectors. Base10 Partners, where Adeyemi Ajao serves as Co-founder and Managing Partner, led the round alongside 8VC and Abstract. Other participants include NFX, Restive, and Innovation Endeavors. These firms have a history of backing infrastructure-level technology designed to modernize legacy industries. The involvement of 8VC and Innovation Endeavors, in particular, highlights a focus on the intersection of artificial intelligence and private market infrastructure, where the deployment of autonomous agents is expected to be most concentrated.

What FF News has reported before

The funding for Harbor follows a series of significant investments in AI-driven insurance and financial infrastructure. FF News previously reported on Coverwatch Secures $4.5M to Disrupt Commercial Insurance with AI-Native Flat-Fee Model, which highlighted the growing appetite for AI-native commercial insurance solutions, backed by NFX. In the broader private markets, 8VC participated in the Standard Metrics Secures $20M Series B to Transform Private Markets with AI Portfolio Management round, focusing on data transparency. Additionally, Innovation Endeavors has been active in the space, supporting Tetrix Announces $5 Million Seed Round to Transform Private Market Technology Infrastructure with AI and its subsequent Tetrix Secures $15M Series A to Revolutionize Private Market Data with AI, underscoring the industry's move toward AI-integrated data management.

What this means from an insurtech perspective

This announcement signals a fundamental shift in how professional liability and tech E&O must be underwritten. Traditional carriers are currently under pressure because they cannot price "machine-speed" risks using decades-old claims history. By moving the "underwriting" inside the agent's decision-making loop, Harbor is challenging the incumbent model of static, annual policy assessments. For brokers and MGAs, this creates a new category of "embedded" risk management where the software itself acts as the primary control. If this model succeeds in reducing loss ratios for AI-related failures, traditional carriers who rely on broad exclusions may find themselves sidelined as the "agentic economy" becomes the standard for enterprise operations.
