ITOCHU Becomes Second-Largest Shareholder in MOTER Technologies to Scale Next-Gen Mobility Insurance
By Lauren Towner · 28 September 2026

ITOCHU Corporation (headquartered in Minato-ku, Tokyo; Keita Ishii, President & COO; hereinafter “ITOCHU”) announced today that it has made an additional investment in MOTER Technologies, Inc. (headquartered in California, USA; Kenji Fujii, CEO; hereinafter “MOTER”), a US-based company developing insurance software utilizing telematics technology.
Following its initial investment in August 2025, ITOCHU has purchased new shares issued by MOTER, making ITOCHU the second-largest shareholder after Aioi Nissay Dowa Insurance Co., Ltd. (headquartered in Shibuya-ku, Tokyo; Keisuke Niiro, President; hereinafter “Aioi Nissay Dowa”). In addition, ITOCHU, Aioi Nissay Dowa, and MOTER have reached a basic agreement on broad-based collaboration in the field of next-generation mobility, primarily in the United States and Asia. Going forward, the three companies will expand their strategic cooperative relationship leveraging their individual strengths and expertise.
MOTER is an InsurTech company established in April 2021 as a wholly owned subsidiary of Aioi Nissay Dowa Insurance Co., Ltd. that develops its own scoring models to accurately identify safe driving and accident risks through the advanced analysis of driving data and onboard camera footage obtained from internet-connected cars. MOTER provides insurance services for automobile manufacturers and data analytics services for insurance companies utilizing these scoring models.
In the United States, demand is rising for insurance and financial services that utilize driving and vehicle data against the backdrop of the increasing prevalence of connected cars and the software-defined evolution of automobiles. In this market environment, MOTER has developed a broad range of businesses, including branded insurance programs for major automobile manufacturers, risk management services in collaboration with major taxi operators, and data analytics services for US insurance companies.
ITOCHU has collaborated with MOTER in insurance-related businesses, including a project in which a reinsurance company within the ITOCHU Group assumed a portion of the risk connected to insurance products developed by MOTER. Aiming to create new business opportunities, ITOCHU will use MOTER as a platform for advancing initiatives in the field of next-generation mobility, including efforts to develop IT and data utilization infrastructure, digitalize and increase the sophistication of operations, and develop integrated financial and insurance services through this additional investment and the three companies’ collaborative efforts.
Under its management policy, “The Brand-New Deal: Profit opportunities are shifting downstream,” ITOCHU has been actively expanding its insurance-related business both in Japan and overseas through investments in a non-life insurance platform in Thailand and a US-based individual health insurance distribution platform, in addition to its domestic retail insurance business centered on HOKEN NO MADOGUCHI GROUP INC.
