OAK Global Bolsters Leadership with Senior Underwriting and Risk Appointments
By Lauren Towner · 26 October 2026

OAK Global has appointed two senior executives to oversee underwriting performance and risk management across its Lloyd’s syndicates. For insurance professionals, these moves signal a maturation of the firm’s enterprise-wide governance as it scales its capacity through Syndicates 2843 and 1440, ensuring that rapid growth remains aligned with strict regulatory and capital requirements.
What was announced
OAK Global, which operates as a global risk partner underwriting through two dedicated syndicates at Lloyd’s, has named Fraser Scott as Director of Underwriting Planning and Performance. In this newly created role, Scott is tasked with leading the coordination of business planning and performance management for Syndicates 2843 and 1440. He will bring together business planning and portfolio monitoring, working alongside Active Underwriters to integrate performance management across the group’s growing underwriting function.
Simultaneously, John Coe has joined the firm as Chief Risk and Compliance Officer. Coe, a qualified actuary with 20 years of experience in the London Market and Lloyd’s, will be responsible for continuing to embed OAK Global’s risk ecosystem to meet Lloyd’s and UK regulatory expectations. His remit includes a central role in risk oversight, governance, and managing board and regulatory engagement. Coe joins OAK Global from Munich Re Specialty - Global Markets, where he served as Head of Enterprise Risk Management. His career also includes senior risk management roles at organisations including Asta Capital and Tokio Marine Kiln.
The company operates under several trading names, including OAK Global, OAK Reinsurance, OAK Enterprise, and OAK Horizon. These entities underwrite through Syndicates 2843 and 1440, leveraging the financial strength of the Lloyd’s market, which maintains ratings of A+ from AM Best, AA- from S&P, and AA- from Fitch.
"These appointments strengthen two closely connected areas of our business: disciplined underwriting performance and robust, forward-looking risk management. As OAK Global grows, it is increasingly important that we have clear enterprise-wide oversight, strong governance and the frameworks to support informed decision-making and accountability, and these new roles reflect that buildout for our business"
Cathal Carr, Founder, CEO and Group CUO of OAK Global.
The companies involved
OAK Global is a specialist risk partner that utilizes the Lloyd’s of London platform to provide underwriting capacity. The firm operates through two specific vehicles: Syndicate 2843 and Syndicate 1440. By utilizing the Lloyd’s market, OAK Global operates within a framework of collective financial security and global licensing.
The entity OAK Global, along with its sister brands OAK Reinsurance, OAK Enterprise, and OAK Horizon, are trading names of OAK Servco Limited. This corporate structure is supported by Polo Managing Agency Limited, with OAK Servco Limited acting as an Appointed Representative. This relationship allows OAK Global to navigate the complex regulatory environment of the London Market while maintaining a focused underwriting strategy. The firm’s leadership, headed by Founder and CEO Cathal Carr, has positioned the business as a participant in the syndicate space that prioritizes the integration of actuarial-led risk management into its core underwriting operations. The company’s growth strategy is centered on enterprise-wide oversight and the use of robust frameworks to support informed decision-making across its various portfolios.
What FF News has reported before
FF News previously covered the expansion of OAK Global’s operational capabilities within the Lloyd’s ecosystem. In late 2026, the publication reported that OAK Global Secures Lloyd’s Approval for New Portfolio Underwriting Unit OAK Partnerships. That development marked a significant milestone for the firm, as it gained regulatory permission to launch a dedicated unit focused on portfolio insurance. This prior move set the stage for the current leadership expansion, as the addition of new underwriting units and increased complexity necessitated the more robust enterprise-wide oversight and performance monitoring roles that Fraser Scott and John Coe have now stepped into.
What this means from an insurtech perspective
From an insurance and insurtech perspective, OAK Global’s move to formalize its underwriting planning and risk oversight reflects the increasing pressure on Lloyd’s syndicates to demonstrate high levels of discipline. As the market shifts toward more data-driven portfolio management, the role of the actuary—exemplified by John Coe’s appointment—is moving from the back office to the center of strategic growth. For incumbent carriers and MGAs, this highlights a trend where success is no longer just about securing capacity, but about the sophistication of the governance frameworks surrounding that capacity. The challenge for OAK Global will be maintaining this discipline without stifling the agility that typically defines newer syndicate entrants, particularly as they navigate the rigorous expectations of UK regulators.
